The following provides information on the process the Town of Slave Lake will use to develop regulations for short-term rentals within the Town of Slave Lake. The Project focuses on Community and Council engagement, and on the design of a regulatory framework which will be used to draft bylaw amendments to bring to public hearing. The goals of the project are as follows:
Educate and engage residents and Council about the issue and its associated options and trade-offs
Establish clear goals to guide the regulatory design (e.g., health and safety, level playing field between different accommodation providers, diverse accommodation options, protection of housing, homeowner revenue, etc.)
Design a regulatory framework capable of achieving the Town's chosen goals, from which specific bylaw amendments can then be crafted.
To complete this project, the Town of Slave Lake has hired a consultant (Third Space Planning) which will lead the development of a community engagement and regulatory design process for short-term rentals. Community Engagement is planned for all three Phases of the project. The following is a summary of the engagement activities to obtain community feedback for each Phase:

Conduct stakeholder interviews with key players in the accommodation, tourism, and housing development sector to get a qualitative sense of current conditions, needs, and thoughts with respect to short-term rentals.
Phase 2 - Goal Setting
First Community Survey
October - November 2023
Develop survey that will present key/high-level context and trade-offs as described in the Background Report, and seek the community's feedback about these trade-offs and what goals they'd like to prioritize.
Phase 3 - Regulatory Design
Second Community Survey
December 2023 - March 2024
Develop survey with simple explanations of the regulatory pathway(s), including visual content and distribute to community for feedback.
Open House
Develop large-format versions of the content presented in the second community survey, as well as supplemental FAQs and other communication collateral to collect community feedback at an in-person open house. Consultants will be physically present to help answer questions and collect feedback.
