I have a great idea for a sidewalk sale, vending cart, sidewalk Café, or parking patio, what is the first step I should take?

The first step is to read and understand the Vending on Public Lands Guidelines document (which can be accessed on this page). Once you have read the document, please contact the Planning and Development Department at the Town of Slave Lake to confirm which application form needs to be completed and obtain other relevant information for your vending business.

When is a permit required?

Vending permits are required when a Vendor wished to operate their Vending Site on PUBLIC lands such as sidewalks, boulevards, and on-street parking stalls. Vending Sites include Sidewalk Sales, Vending Carts, Sidewalk Café's, and Parking Patios.

What are the different types of permits that may be required?

  • Special Event Permit: Special Events may include, (but are not limited to): Bicycle/Foot Races, Walks/Runs/Marathons, Parades, Block Parties, Weddings, Celebrations, Family Reunions, Charitable Fundraisers, Open Air Concerts, Contests, Games, Car Shows, or Fitness Classes that are held on public lands (i.e., parks, roads, boulevards, Town parking lots, etc.) or within public facilities (i.e., Town Office, Fire Hall, Multi-Rec Centre, etc.)
  • Food Truck Permit: A Food Truck Permit allows the operation of a vehicle that is equipped with facilities for preparing, cooking, and selling food (Food Truck) to operate and provide services on public lands or facilities owned by the Town of Slave Lake.
  • Occupying Space/Change of Use Permit: If you are planning a development that is permanent in nature within the boundaries of your property (opening a business) or changes to the services your business provides, or you are considering allowing another business to operate a sale or event on your property, an Occupying Space/Change in Use Development Permit is required prior to development (opening a business) or event taking place.

Why should I obtain a Vending Permit?

The Vending Permit process will assist you in identifying items to include when planning your development. The safety of the public and your staff are of the upmost importance to the Town of Slave Lake. The process will identify additional permissions, insurance, and/or licenses required as well as specific building and construction criteria that need to be met to comply with applicable bylaws and policies.

Requirements

Insurance: Insurance is required for Vending on Town property (i.e., using sidewalks, boulevards, and on-street parking stalls) whether for a Sidewalk Sale, Vending Cart, Sidewalk Café, or Parking Patio's. Insurance is designed to cover permit holders and landowners for liability claims made by another person related to injury to that person and/or damage to property.

Proof of insurance must be provided with your application. Only an insurance agent can complete the Certificate. A minimum of two (2) million 'comprehensive general liability' insurance will be required. All required Certificates of Insurance must be submitted with your application. Liability insurance can be purchased from any insurance broker. The minimum liability insurance requirements are as follows:

  • $2,000,000 Comprehensive General Liability policy with inclusive limits for bodily injury and property damage liability including coverage for participants; and
  • Cross-liability clause: municipality named as an additional named insured.

Site Plan: A detailed Site Plan is required for all Vending Sites (i.e., sidewalk sales, vending carts, sidewalk cafés, and parking patios). The site plan must be submitted along with your completed application form. Site Plans must include everything intended to be used for the Vending Site.

The following are some examples of items to include in your Site Plan: entrance point, exit points, power access, tables, seating, portable heater, first aid, licensed area, pedestrian walkway, food services, retail displays, planters or large decor items, location of sandwich board sign, dimensions of the vending site, colour and architectural style, infrastructure within 3 m (10 ft.) of the vending site.

Business License

All "For Profit" Businesses/Organizations must have a valid Town of Slave Lake Business License. For more information and to apply for a business license please visit the Town website: http://www.slavelake.ca/198/Business-Licenses

Community Standards Bylaw

The Town can regulate or prohibit the making or the causing of noises or sounds in or on a highway or elsewhere in Town which disturb, or tend to disturb, the quiet, peace, rest, enjoyment, comfort, or convenience of the neighbourhood, or of persons in the vicinity. A copy of the Community Standards Bylaw is available in the Document section on this site. If you want to operate outside the "quiet hours" you will require a relaxation of the Quiet Hours, please indicate that on your application for the permit.

Damage to Town Property

Town property is to be protected from vandalism, crowd damage, or excessive use. All damage and costs incurred for damage to public property will be the sole responsibility of the permit holder.

Other Things to Consider

Depending on your proposed development, additional documentation may be required. For example, liquor license, special occasion license, temporary food permit, safety authority permit, etc.

Sidewalk sales that want to operate between October 15 and April 1 (period the Vending on Public Lands Procedure does not apply) will need to obtain a Business Event Permit from the Planning and Development Department.

If you are planning to host a Sidewalk Sale during a Special Event (i.e., Block Party, Riverboat Days, Light Up Slave Lake) your sale and details of the set up should be included in the original Special Event Application.
